Swallow accepts manager contract

An employment agreement between the City of Tecumseh and Daniel Swallow, currently City of Monroe’s economic development and community director, to fill the vacant city manager position will go before council for approval at tonight’s meeting.

The proposed contract offers Swallow a yearly salary of $92,500, $400 per month for a car allowance and additional benefits as laid out by city ordinance. The monthly car allowance is for the payment, repair and maintenance fees, insurance and fuel costs of the vehicle with the city having no responsibility of the vehicle.

When city council selected to offer Swallow the position, a salary of $90,000 was agreed upon to start negotiations.

The agreement also states Swallow will agree to reside within the City of Tecumseh or within 20 miles of the city by or about November 2, 2016. If Swallow relocates into the city, he will receive a one-time reimbursement of up to $5,000 for moving expenses.

In the event council terminates Swallow, he shall receive a lump cash sum equal to six months of his salary, minus applicable deductions, so long as he is not terminated due to the conviction of an illegal act or due to gross misconduct. Swallow also agrees to give the city no less than 30 days notice prior to voluntarily resigning from the city manager position.

From the beginning of his employment through June 30, 2016, Swallow will receive 10 days of vacation and one personal day. Starting July 1, 2016, Swallow will receive 20 days per fiscal year — July 1 through June 30 — and two personal days. Neither vacation days nor personal days can be carried forward from one year to the next. Swallow will also accrue sick leave at the rate of one day for each month Swallow actually works 15 days or more.

If council approves the contract, the offer letter sent to Swallow says his starting date as Tecumseh City Manager will be no later than Monday, Dec. 7.

A background check has been completed and Swallow had is pre-employment physical scheduled for October 29.
