TPS budget expenses hit $25.3 million

In a unanimous vote Monday, the Tecumseh School Board made its first revision to the 2014-2015 general fund budget for Tecumseh Public Schools (TPS). Both revenue and expenditures increased with revenue now projected to be $25,190,686 for the 2014-2015 budget. Expenditures also increased to $25,302,752 — $112,066 more than revenue. Previously, revenue and expenditures were $23,786,368 and $24,164,881, respectively. Four sources contributed to the increase in revenue. The original budget was based on a reduction of 30 students, but enrollment has not decreased. The district also saw an increase in funding from the Lenawee Intermediate School District for special education. Section 147 funds also increased. These funds do not directly add to the fund balance, as the funds are paid back to the retirement system and are to help with the school’s retirement obligations. Expenditures are in-creased by the same amount to reflect payments due back. The final increase in revenue came from the district now qualifying for the Best Practices Incentive from the state.Increase in expenditures came from additional funds allocated to the district’s facilities fund, and to increase compensation and benefits to staff. The district’s fund equity is now $5,172,192, giving the TPS $30,362,878 available to appropriate. The board also passed the Best Practices Incentive resolution that establishes seven of the nine state-required criteria for the 2014-2015 school year.The criteria, dictated by the state, once met, allow the school to receive an additional $50 of funding per pupil. This contributed to the district’s increase in revenue for the 2014-2015 budget. The nine criteria are:• Hold policy on medical benefit plans (if directly employed by district or not excluded by a voluntary employee beneficiary association)• Obtain competitive bids for the provision of 2014-15 non-instructional services• Accept applications for enrollment of non-resident pupils under Section 105 or 105c• Offer online courses or blended learning opportunities to all eligible pupils and publish course syllabi• Provide to parents and community members a dashboard/report card with required financial information on website• Teacher and administrator job performance is significant factor in compensation determination• Collective bargaining agreements do not include provisions contrary to prohibited subjects by statute• Implement a comprehensive guidance and counseling program• Offer K-8 students one credit worth of non-English language learning experiencesDuring the meeting, the school board was recognized, as January is School Board Recognition Month. Cake was served as students sang, gave gifts and performed a skit for board members. In other business, the board went into closed session to discuss the evaluation of Supt. Kelly Coffin
