I live here in town and quite frequently walk in the cemetery, as I did last Monday. There were young kids running/walking in small groups as well as singularly throughout the cemetery. I used to run track myself and so I asked someone, from my location on the Union Street sidewalk.

Per Governor Whitmer’s Executive Order 2020-147, masks/face coverings must be worn when in any indoor public space. This order requires that any business open to the public must refuse entry or service to anyone who refuses to wear a mask/face covering or risk losing their business license.
